Definitely agree.
It is hard to get organizations to work on culture or other meta-like issues. Going in on the tactical needs, the friction and using those friction points to get organizations to look at their higher issues has been working for me as a consultant. It is hard to do that work when you are internal. I wish I understood why it is so hard to do it internally a bit more, but there is something about power relationships at sake when doing culture work that makes it particularly difficult unless you are at the top or otherwise authorized by the top (even then its hard).
